Identify and Prioritize Potential Projects
Preliminary Concept Report
Potential project sites will be identified based on a review of ongoing planning efforts throughout the City and existing land use with an emphasis on City-owned vacant/open space parcels. Once potential project opportunity sites are identified, they will be prioritized based on a variety of criteria, such as site ownership, soil conditions, ongoing planning/projects, flood conditions, anticipated pollutant loads, and other site characteristics. Top priority projects will be further developed as concepts.
Once the top 15 projects are identified, a Preliminary Concept Report will be prepared to include the following information: cost estimates, summary pollutant reduction per project, cost-benefit analysis, conceptual site plans, and BMP alternatives. Fact sheets will be prepared for each of the 15 projects.
Work Plan for Completion of Future and Prioritized Projects
Public Outreach and Education
A Work Plan will be prepared to document future implementation efforts. The Work Plan will demonstrate near-term and long-term actions that can be taken to improve water quality. The Work Plan will identify a 10- and 20-year program for the implementation of prioritized stormwater projects. The Work Plan schedule will take into consideration regulatory milestones, funding schedules, and partnering project schedules (as applicable).
Outreach flyers and factsheets will be created for the Project, which will be shared online (website and social media) and during community engagement events. Outreach materials will be made available in English, Spanish, Chinese, and Vietnamese.
Four (4) workshops with the community that will focus on sharing the Master Plan process, findings, and content are planned. Three (3) study sessions for stakeholders and City Council/selected sub-committee that will present the results and findings of the Master Plan effort are planned. Additional information on the workshops and study sessions will be posted on the webpage as available.
Stormwater Urban Master Plan
The Master Plan will provide the City with a plan and schedule for future project implementation to address stormwater regulatory requirements, as defined in the City’s WMP and MS4 Permit. The Master Plan will incorporate comments received during public outreach efforts, including the workshops and study sessions.
